Rick, when the tulips are done, cut off the flowering stem. Leave the foliage to decline until it tuns yellow and totally wilts. This will take at least a month, probably more. Then remove it.
OR, if, like me, you treat tulips as annuals, dig out the entire plant and compost it, planting new bulbs in the fall.
